    Evaluation of the impact of National Breast Cancer Foundation-funded research

    © Copyright 2014. The Medical Journal of Australia - reproduced with permission.Objective: To evaluate the impact of the National Breast Cancer Foundation’s (NBCF’s) research investment. Design and participants: Surveys based on the Payback Framework were sent to chief investigators involved in research funded by the NBCF during 1995–2012; a bibliometric analysis of NBCF-funded publications in 2006–2010 was conducted; and a purposive, stratified sample of case studies was obtained. Main outcome measures: Research impact on knowledge production, the research system, informing policy, product development and broader health and economic benefits. Results: Of 242 surveys sent, 153 (63%) were returned. The average impact of journals in which NBCF publications appeared was double that of world publications. Seventy surveys (46%) reported career progression, and 185 higher degrees were obtained or expected, including 121 PhDs. One hundred and one grants (66%) produced tools that built capacity across the research system, and research teams leveraged an additional $1.40 in funding for every dollar invested. Fifteen applied grants and one basic grant impacted on policy. Ten basic and four applied grants led to the development of drugs, prognostic tools or diagnostic technologies. Twenty applied and two basic grants led to changes in practice and behaviour of health care staff, consumers and the public, with further impacts anticipated. Case studies provided illustrations of high impact. Conclusions: NBCF’s strategy of investing in a mixed portfolio of research areas and mechanisms encouraged a broad range of impacts across all Payback categories. The impacts from basic research tended to focus on knowledge production and drug development; while applied research generated greater impacts within the other Payback categories. The funding of shared infrastructure stimulated impact across the research system

    Sexual health for all 2000: Identifying key obstacles to sexual health for lesbians, gay and bisexual people

    Duration: March 2000 - May 2000 This was a short, joint investigation between the National AIDS Trust, The Lesbian and Gay Foundation (formerly Healthy Gay Manchester and Manchester Lesbian & Gay Switchboard) and Sigma Research. It was intended to inform the development of the English National Sexual Health Strategy (prior to its merger with the National HIV Strategy) by the Department of Health. The Department of Health commissioned this research on the sexual health needs of Gay men and Lesbians, and identified access to services and health promotion as two areas of special interest. A survey was developed to elicit the views of Lesbians, Gay men and Bisexuals on what the forthcoming strategy (a) should be trying to achieve and (b) how to achieve it. A short, self-completion questionnaire was used (two sides of a single sheet of A4), with a Freepost return facility. The questions covered: demographics; health concerns; obstacles to sexual health; and experiences of sexual health service. Respondents were recruited from Gay and Lesbian community groups, Lesbian & Gay pubs and bookstores in London and Manchester. Respondents were included if they were 16 years or older and resident in England and either: (i) homosexually active in last five year, and / or (ii) Lesbian, Gay or Bisexual identity. The final sample included 497 women and 417 men. The report to the Department of Health included twenty specific recommendations intended to inform the National Strategy

    Regional Adaptation Needs Assessment

    The Regional Adaptation Needs Assessment (NA) was designed to inform regional and local planning efforts and to strengthen the linkage between existing mitigation and adaptation planning efforts. The NA is multi-disciplinary, addressing multiple climate impacts to best identify cross-sectoral needs and future opportunities for collaboration.     The African Open Science Platform: The Future of Science and Science for the Future

    This document presents a draft strategy and makes the scientific case for the African Open Science Platform (AOSP). It is based on an expert group meeting held in Pretoria on 27-28 March 2018. Its purpose is to act as a framework for detailed, work on the creation of the Platform and as a basis for discussion at a stakeholder meeting to be held on 3-4 September 2018, which will lead to a definitive strategy for implementation from 2019. Expert group members at the March meeting were drawn from the following organisations: African Academy of Sciences (AAS), Academy of Science of South Africa (ASSAf), Committee on Data for Science and Technology (CODATA), International Council for Science (ICSU), National Research and Education Networks (NRENS), Research Data Alliance (RDA), South African Department of Science & Technology (DST) and National Research Foundation (NRF), Square Kilometre Array (SKA), UNESCO. The African Open Science Platform The Future of Science and Science for the Future 4 The African Open Science Platform. The Platform’s mission is to put African scientists at the cutting edge of contemporary, data-intensive science as a fundamental resource for a modern society. Its building blocks are: • a federated hardware, communications and software infrastructure, including policies and enabling practices, to support Open Science in the digital era; • a network of excellence in Open Science that supports scientists & other societal actors in accumulating and using modern data resources to maximise scientific, social and economic benefit. These objectives will be realised through seven related strands of activity: Strand 0: Register & portal for African & related international data collections & services. Strand 1: A federated network of computational facilities and services. Strand 2: Software tools & advice on policies & practices of research data management. Strand 3: A Data Science Institute at the cutting edge of data analytics and AI. Strand 4: Priority application programmes: e.g. cities, disease, biosphere, agriculture. Strand 5: A Network for Education & Skills in data & information. Strand 6: A Network for Open Science Access and Dialogue. The document also outlines the proposed governance, membership and management structure of the Platform, the approach to initial funding and the milestones in building up to the launch. The case for Open Science is based on the profound implications for society and for science, of the digital revolution and of the storm of data that it has unleashed and of the pervasive and novel means of communication that it has enabled. No state should fail to recognise this potential or to adapt their national intellectual infrastructure in exploiting benefits and minimising risks. Open Science is a vital enabler in maintaining the rigour and reliability of science; in creatively integrating diverse data resources to address complex modern challenges; in open innovation and in engaging with other societal actors as knowledge partners in tackling shared problems. It is fundamental to realisation of the Sustainable Development Goals. National science systems worldwide are struggling to adapt to this new paradigm. The alternatives are to do so or risk stagnating in a scientific backwater, isolated from creative streams of social, cultural and economic opportunity. Africa should adapt and capitalise on the opportunities, but in its own way, and as a leader not a follower, with broader, more societally-engaged priorities. It should seize the challenge with boldness and resolution

    The Medical Science Research and Development Supported by the Korea Science and Engineering Foundation

    This study examined ways of promoting research in the medical sciences by evaluating trends in research funding, and the present status of research funding by the Korea Science and Engineering Foundation (KOSEF). This study analyzed statistics from KOSEF from 1978 to 2003 to examine support for research. In medical science field, group-based programs receive more funding than do individual-based programs. The proportion of research funds allocated to the medical sciences has increased markedly each year. Researchers in the medical sciences have submitted more articles to Science Citation Index (SCI) journals than to non-SCI journals, relative to other fields. Researchers supported by the Mission-Oriented Basic Grants program have published the majority of these papers, followed by those supported by the Programs for Leading Scientists, Regional Scientists, Leading Women Scientists, Young Scientists, and Promising Women Scientists, in that order. Funding by KOSEF reflects many decades of government support for research and development, the development and maintenance of necessary infrastructure, and the education and training of medical scientists
